Then after a half-minute or so the message in the Service Center window reads something like "Activation is completed. GR3 will restart now" I'm not at home, so I'm going on memory as to what the message said. But then when I click "OK" the window just goes back to the previous "GR3 is activating - this might take a while" thing.

I had trouble with the install myself and had afix I stumbled upon Interesting fix I came across a folder in my "Documents" folder named Native Instruments. Inside there were two sub folders one for GR3 dated when I installed Sonar 8. Inside the Service Center folder were more folders one of which was named "crash log" When I deleted the service center folder and then restarted GR3 it came up as the demo, I tried the activate once more and everthing went well.
